This is a British L159A1 practice hand grenade commonly called the Chorley grenade due to it being made at ROF (Royal Ordnance Factory) Chorley in Lancashire. The grenade would have had mid-blue hard rubber body and has raised lettering PRAC over GREN.L56A1 XEL and 12 over 87 (date) within a circle.
