William Edward Atkins (1842-1910) was born on 4th November 1842 in Portsea, Hampshire, UK, the youngest son of George Henry Atkins, a gilder, and Sarah Sophia Atkins.

Atkins worked as a marine artist, predominantly in the Portsmouth area of the UK.
